Immigration to Canada is on the rise, despite Quebec’s move this week to cut back

Ontario among Canadian provinces vying for additional skilled immigrants in 2019

Immigration to Canada remains on the rise at both the provincial and federal level, despite a move this week by the province of Quebec to reduce the number of newcomers it will welcome next year.  

Nationally, the Government of Canada has a target of 330,800 new admissions to Canada for 2019, which is an increase of nearly seven per cent over 2018’s target of 310,000.

Under the federal government’s multi-year immigration levels plan unveiled at the end of October, Canada’s target for total admissions to the country through its various economic, family and refugee programs will increase by more than 13 per cent between 2018 and 2021 — from 310,000 to 350,000.

Quebec says its move to cap immigration at 40,000 new admissions in 2019 — a reduction of around 10,000 over this year — is meant to ensure that immigrants who are admitted are successfully integrated into the majority French-speaking province and put down roots there.

Quebec’s decision to reduce immigration, however, runs counter to the trend in most other provinces.

Ontario seeks additional PNP allocation

Immigration is now the main driver of population and labour force growth in Canada, and many Canadian provinces are actively working to channel more immigrants their way to address a growing need for workers.

Take Ontario, for example.

Canada’s most populous province is vying for an increase in the number of immigrants that it will be allowed to nominate for permanent residence next year through Canada’s Provincial Nominee Program (PNP), which enables participating provinces and territories to select immigrants who are a match for local labour market needs.
